Wash fresh, unblemished strawberries that still have their leaves intact.
In a medium-sized bowl, cover the strawberries in vodka and soak for 1 hour.
After 1 hour, drain the strawberries and pat each one dry with a paper towel or lay the berries on a clean, dry towel to dry.
While the soaked strawberries are drying, melt the marshmallows in the microwave in 30 seconds increments on high, stirring frequently until the marshmallows form a marshmallow cream.
Using a fork dunk the dry strawberries about two-thirds of the way up the strawberry, leaving the 'shoulders' of the strawberry exposed.
While the marshmallow is still sticky, dunk the coated strawberry in blue-colored sugar allowing the white marshmallow to still be exposed to keep with the red white and blue these of these strawberries.
Allow the dipped strawberries to set up before serving them.
